In medium bowl, combine flour, yeast, sugar, and salt. Measure water and add to it 2 tablespoons olive oil. Stir water into flour and mix well until dough forms a ball. Let rest 10 minutes.
On floured surface roll dough to form a 12" x 15" rectangle. Transfer dough to a greased sheet pan. Sprinkle remaining olive oil on surface, spreading to edges with your fingers. Cover. Allow dough to rise for 30 minutes.
Sprinkle with garlic powder, chives, and grated cheese. Bake in preheated 350 degree oven for 18-20 minutes until golden brown. Slice down center of the bread, then cut into 2" slices. Makes 14-16 pieces.
